The lower scale is 0 to 4 ounces in 1/8 ounce increments, and the upper is from 4 to 16 ounces in 1/4 ounce increments
The name Columbus is cast into the base, and it has Made in Germany on the brass arms, and England English Canada US United States Patent Dates from 1906 and 1907
